GREATER HARTFORD AREA REENTRY WELCOME CENTER PROJECT

Project Description:

The Re-Entry Welcome Center (RWC) opened in 2018 with a mission to welcome individuals returning home with support, resources, and referrals. HDC's data integration work supports the evaluation of the first three years of the Center, to assess what is working well and to what extent participant outcomes are achieved.

HDC coordinates and integrates data for two components of the evaluation:

  1. a recidIvism analysis of whether clients who receive services at RWC are less likely to recidivate than clients not receiving RWC services

  2. a study of outcomes for RWC clients referred to key partners

Research Questions:

  • What types of clients benefit from the services offered at RWC?

  • What are the criminogenic needs and recidivism risk levels of RWC clients within three-months of their release?

  • Do the RWC clients who enroll in RWC case management services have lower rates of recidivism than those who do not who have a similar risk profile?

  • What is the net effect of positive change that can be attributed to the availability of the RWC services?

  • Do RWC clients who are referred to the key referral partners, access these services and are they better off as a result of having done so?

  • What percentage of RWC clients are successful in gaining access to shelter/housing, employment and other services through the key referral partners?

Project Milestones

  • September 2020: data request submitted to HDC

  • July 2021 : pilot data integration for Referral Partners

  • August 2021-October 2021: Recidivism request formally reviewed and accepted.

  • October-November 2021: Follow-up meeting with data partners, finalize data sharing agreements for Recidivism Analysis

  • December 2021: finalize data fields for Referral Partners data pull; review with the Data Oversight Committee; Data Pull #1 for Recidivism Analysis

  • Spring 2022: Data Pull for Referral Analysis

  • January 2023: Data Pull #2 for Recidivism Analysis

Planned Future Milestones:

  • Data Findings Shared with Partners: Fall 2023
